Abstract: As economic development enters the new normal, China's urbanization is gradually shifting from speed to quality. At present, Tibet Autonomous Region has entered a new stage of urbanization and faces more new challenges. In order to give full play to Tibet's advantages as a latecomer, explore the establishment of a new model of driving rural development with cities and towns, promote the implementation of the rural revitalization strategy with the concept of high-quality development of new urbanization, truly realize people-centered urbanization, and further improve the happiness index of the people. In this paper, based on the reality of Tibet and the opportunity to challenge the analytical thinking, emphasis should be closely combined with local economic and social characteristics, adhere to high quality development as the main line, is put forward based on linkage development elements, and established the two-way interaction and spatial development pattern as a whole, to explore the industries and organizational development path, to optimize the structure of development with urban leading rural, and to realize rural revitalization and development in Tibet.
